In the updated for the second reading version of the bill on combating cyber fraud, published on 24 March 2025, the owners of marketplaces and aggregators with an audience of more than 200 thousand users are not required to identify users who want to place advertisements for the sale of goods or services through the Unified Identification and Authentication System (ESIA). The requirement for additional authentication through the Unified Biometric System is also excluded, but at the same time the sites must ensure the possibility of such identification, if the seller wishes. The bill, submitted to the State Duma in mid-February and adopted in the first reading on 18 March 2025, involves changes in dozens of laws, including a ban on the use of foreign messengers for official communication and mandatory marking of calls from organizations.
